It just looks like a blob at the end if the extrusion line. Are you using s3d? If so can you zip up a factory file and post it here?

I have tried to attached factory file with multiple extensions but this website does not allow me. I have attached an image of my extruder settings to this post if you need any more images please ask me.
I also have one more problem if any one can help me with it, I will greatly appreciate it.

As far as your second problem goes - I found out it's just about impossible to get a perfectly rounded/curved bottom surface, unless you are using dissolving supports of some kind. Gravity is just working against you. It's going to sag where it is printing over any gaps in the support.
If that is the exterior of the part, you can try turning it over and dealing with a less attractive surface from the support on the unseen interior. If both sides need to be good, try reducing the size of the support, so that the gaps are smaller, or adding it manually. Or, the last option is to cut it into parts and place a flat surface down for each part with the rounded portions up, and then glue the pieces together after.
(Probably the easiest thing to try is to just flip that onto it's side first and see how it does.)
Edit: Nope - I see from the other pics that it's a hollow skull - might want to cut that in half and then glue it together at the end.)

as jules said, thats pretty normal for supported areas to look rough. there is no way around it unless you use dissolvable support with zero separation layers. take the factory file and zip it. other than pics we zip everything before putting it on the forum.
for the first issue, one thing is that your retraction speed is too fast. its a geared stepper so i think that tops out right around 3000 or so. i have always set mine to 3000. default is 2400. i dont think this is causing your issue though. to be honest, i cant really tell what your issue is because the pics are so close up i cant tell what im looking at.
