help with blobs on layer change

I am using slic3r and have tried tweaking the retraction length, retraction speed, and retract on layer change settings without much effect. current settings and a picture of the issue are below. thanks for any suggestions

Try -0.05mm extra length on restart, 1mm retract @ 80mm/sec. Make sure your firmware is set to allow high E-speeds.
