Distorted section of print

I am new to 3D printing. Have successfully printed a few items. (After the usual start up pains)
I attempted to print a wrench. Everything worked except the gear part that was facing down.

This following is the top side gear portion which printed successfully.

I used abs with the medium speed setting. Set temps extruder : 240 C bed 100 C
Any suggestions??

The glossiness suggests you were too close to the bed.

You suggesting the extruder is adjusted too close to the bed..
Is the bed temperature at 100C appropriate for ABS??

The garbled threads on the adjusting screw look like there wasn't any support under there, it wasn't sticking to the platform, or the support didn't actually support anything.

Is this a slicer problem (others printed successfully). DO I need a raft??
Using the Simplify 3D to print..

looks like no support to me also, just like ed said. you need to turn support on in s3d and make the settings for what you need. under tools go under manually select support for model. then click add. it will show you where the support will be placed. for that model you may need to reduce the pillar size from the default 4mm to something like 2mm.
